The Platform for Collaboration on Tax
UnclaimedA joint international platform coordinating IMF, OECD, UN, and World Bank expertise to strengthen tax systems and domestic resource mobilization.
Overview
The Platform for Collaboration on Tax (PCT) is a joint initiative of the International Monetary Fund, the Organisation for Economic Co-operation and Development, the United Nations, and the World Bank Group that seeks to strengthen domestic resource mobilization by coordinating guidance, tools, and capacity-building for tax policy and administration in developing and emerging countries. It brings together the four partners to share knowledge and support reform across areas such as tax policy, revenue administration, and broader tax system reform through analytical work, knowledge products, workshops and training, and a global tax projects database.
Mission statement
To support countries’ efforts to improve revenue mobilization by leveraging the expertise of the four Partner Organizations, and to develop guidance and tools to assist countries with tax system reforms, focusing on environmental taxation, international taxation, and Medium-Term Revenue Strategies.

Revenue administration diagnostics and reform
Estimate based on observed multilateral project budgets for tax administration reform (single projects commonly range from a few million to ~20M USD), multiplied by the typical number of active donor-funded and government modernization programs globally, plus expected uplift from digitalization and COVID-driven acceleration of e-tax transformation. Sample World Bank project financing and disbursement figures inform the lower/mid-range per-project scale; aggregating across bilateral, multilateral, and domestic reform projects yields an annual market on the order of $1–3B (midpoint $2.0B). Growth CAGR ~7.5% reflects sustained donor attention, rising digital/IT spend in tax administrations, and expanding demand for diagnostics, tool-mapping and implementation support.
Tax incentives design and evaluation
Estimates draw on observed expansion in the use and spending on R&D tax incentives across OECD countries (rising uptake, some countries’ incentive expenditures increasing by ~25%) and the increasing number of jurisdictions adopting such instruments (34 of 38 OECD countries by 2024). Given the niche nature of 'tax incentives design and evaluation' (policy design, monitoring, evaluation, and advisory services) it is a small subset of broader tax-consulting and public‑policy evaluation spend: aggregated global annual demand for these specialized services plausibly sits around $1.2B (order‑of‑magnitude), supported by advisor/consultant fees, program evaluation contracts, and in‑house government implementation costs. Continued uptake, greater emphasis on evaluation and evidence (OECD/World Bank attention), and more complex incentive design imply moderate growth potential; a mid‑single-digit CAGR (~6.5%) is consistent with rising program adoption and expanding evaluation budgets.
Insights Management and Research Repository
Estimated by aligning the niche “insights management and research repository” with broader repository and cloud-repository software markets and adjacent clinical/research tool markets in the search results. Repository management and cloud-based repository services reports show mid-single to high-single digit CAGRs (5.9%–9.1%); enterprise/healthcare research tooling and archiving markets range from low-single to double-digit billions. As a specialized enterprise/market-research software niche (analytics, tagging, dashboards, compliance) it likely represents a small share of the overall repository/software category; I estimate ~$1.2B current market size with growth potential near the repository-software CAGR (~9%).
- is expected to grow at an CAGR of 5.9% from 2026 to 2033.
- Repository Management Software Market is growing at a CAGR of 9.1% from 2026 to 2033.
- was valued at USD 41715.65 million and is projected to reach ... by 2030; grow at a CAGR of 5.05%.
- The global clinical trial biorepository & archiving solutions market was prized by USD 3.1 billion in 2020; estimated 8.2% CAGR 2021–2028.
- The market was valued at USD 57.64 billion in 2025... projected to grow at a CAGR of 6.9% (2026 to 2036).
Tax capacity building and learning
Search results show active multilateral initiatives (PCT) launching e‑learning and many bilateral/multilateral agencies providing tax capacity support (GSDRC), and reporting that capacity building yields large revenue benefits (Bloomberg). The segment is a niche within international technical assistance, combining donor-funded programs, consultancy/training providers, and growing e‑learning offerings. Based on the number of providers, typical donor TA envelopes, and expansion of online learning, a conservative annual market estimate is ~USD 0.8 billion with moderate digital-driven growth (≈6% CAGR).
