Open Ukrainian Scientific Content Initiative (OUCI) is a national effort led by the State Scientific and Technical Library of Ukraine to ensure open access to Ukrainian scientific publications, journals, and other scholarly content. OUCI aims to improve discoverability and accessibility of Ukrainian research, enhance metadata quality, and promote open-citation practices across disciplines. It provides a centralized platform for searching and connecting researchers with publications, supports editorial openness and interoperability, and seeks to broaden international visibility of Ukrainian scholarship.

Open Ukrainian Scientific Content Initiative (OUCI)
Open Ukrainian Scientific Content Initiative (OUCI) is a national effort led by the State Scientific and Technical Library of Ukraine to ensure open access to Ukrainian scientific publications, journals, and other scholarly content. OUCI provides a search engine and citation database that uses Crossref's Cited-by service and supports the Initiative for Open Citations. It aims to simplify discovery, improve metadata completeness and interoperability, enhance visibility of Ukrainian research internationally, and facilitate connections between authors and documents. OUCI also promotes open reference metadata and invites publishers to publish reference data publicly. The initiative is developed and maintained by the State Scientific and Technical Library of Ukraine (SSTL).
