State association coordinating training, standards, and support for Utah’s nine Community Action Agencies to combat poverty.

CAP Utah is the state association for Utah's nine Community Action Agencies. It does not provide direct individual services but supports CAAs through training and technical assistance, ROMA and CSBG program guidance, and network coordination. CAP Utah coordinates the network, disseminates standards and best practices, and offers resources to help CAAs serve individuals and communities facing poverty across Utah. The organization partners with state and national partners to strengthen capacity, advance anti-poverty initiatives, and expand access to services through its programs, trainings, and publications.

Training and Technical Assistance

CAP Utah provides training, support, and technical assistance on the CSBG to Utah’s nine Community Action Agencies. The program covers ROMA, CSBG Organizational Standards, the Poverty Simulation, and CAP Utah’s monthly newsletter. The CAP Utah Resource Library offers an electronic platform for local CAAs to access training tools and resources to ensure compliance with the CSBG Organizational Standards. The library is organized by topic area and provides essential materials from national partners.

Utah Diaper Distribution Demonstration and Research Project

CAP Utah’s Utah Diaper Distribution Demonstration and Research Project provides diapers and diapering supplies through participating agencies. Applicants submit an application with basic information, proof of income or certification of no income for the last 30 days, and proof of identity. Upon approval, participants complete a brief survey, set goals, and connect to other resources such as employment, food, utilities, housing, aging services, and early education. The project wind-down is planned to begin September 30, 2025.

Student Prosperity Savings Program

CAP Utah’s Student Prosperity Savings Program supports student savings initiatives across the CAP Utah network. The program includes CAP Utah Student Prosperity Savings, Get Started, and Resources and Information for CAP Utah Network Providers.

    Students start their college savings with $100 deposited into a 529 account upon enrollment in the program.
  • Earn Up To $500 Annually
    Funds can accumulate tax-free and parents can contribute to enhance savings for education.
  • Utah Residents Under 20
    Eligible children must be receiving services from a provider within the CAP Utah network.
